A PROCESS IMPROVEMENT FROM IRCC – NO NEED TO WAIT FOR ATIP TO KNOW WHY YOUR APPLICATION WAS REFUSED

Starting from July 29, 2025, Immigration, Refugees and Citizenship Canada (IRCC) will begin attaching Officer Decision Notes directly to refusal letters for certain types of applications submitted online.
- Visitor Visa (Temporary Resident Visa – TRV)
- Study Permit
- Work Permit
- Visitor Record
It does not apply to: Electronic Travel Authorization (eTA), Temporary Resident Permit (TRP)
The Officer Notes (also referred to as internal notes from the immigration officer handling your file) will provide more specific details about the applicant’s case, including:
- How the officer reviewed and assessed the application
- The exact reasons for the refusal (clearer than the general refusal letter)
- The specific criteria the application failed to meet
This change allows applicants to better understand the reasons for refusal without needing to submit an ATIP (Access to Information and Privacy) request to obtain their GCMS (Global Case Management System) notes. As a result, it saves applicants time, money, and reduces anxiety about why their application was rejected.
However, due to privacy and confidentiality regulations, IRCC will continue to redact or exclude certain information from the officer notes included in refusal letters:
1. Information about other individuals
(e.g., invitation letters or sponsorship documents not belonging to the applicant)
2. Legally sensitive information
(e.g., security checks, suspected fraud investigations)
3. Specialized assessments from other departments or units
(in certain exceptional cases)
4. Internal comments that do not influence the final decision
(only available in full GCMS notes obtained via ATIP)
If the applicant still needs more detailed information (such as processing history, comments from multiple officers, or advanced risk assessments), they can still submit an ATIP request to obtain the complete GCMS notes.
This change is expected to make the application process more transparent and easier to understand, helping applicants avoid common mistakes that could lead to refusals.
