OVERVIEW REPORT ON THE EXPRESS ENTRY DRAWS FROM THE BEGINNING OF UNTIL NOW

From January 1 to July 24, 2025, Canada held 27 Express Entry draws.
This pace is similar to the total number of draws in 2023 and 2024, but it shows a clear shift towards draws from the Provincial Nominee Program (PNP), which has been more abundant in the first half of 2025 compared to previous years.
• 2023: 22 draws
• 2024: 27 draws
• 2025: 27 draws (as of July 24)

In 2025, a total of 49,403 Invitations to Apply (ITAs) were issued across all selection categories.
This number is lower compared to 2024 and 2023, aligning with the goal of reducing immigration numbers this year, as the IRCC seeks to slow the immigration process to address housing supply issues and affordability concerns:
• 2023: 69,148 ITAs issued
• 2024: 69,615 ITAs issued
• 2025: 49,403 ITAs issued (as of July 24)

More specifically, as of July 24, 2025, Canada organized 27 Express Entry draws, including:
• 13 draws for Provincial Nominee Program (PNP) candidates – 6,053 ITAs issued
• 7 draws for Canadian Experience Class (CEC) candidates – 18,850 ITAs issued
• 3 draws for French-speaking candidates – 18,500 ITAs issued
• 3 draws for healthcare and social services candidates – 5,000 ITAs issued
• 1 draw for education sector candidates – 1,000 ITAs issued

French-language draws accounted for 37.4% of the total ITAs issued this year, despite having only three draws in 2025. The CEC is the second-largest ITA issuer this year (38.1% of all ITAs issued) and the second-most frequent issuer.
PNP draws, although the most frequent selection type, issued only 12.2% of the total ITAs this year. So far, each PNP draw has issued an average of 500 ITAs, making up a small proportion of the total.

Regarding the cutoff scores for each selection type, there are notable differences across the groups:
• Canadian Experience Class (CEC): Lowest CRS score: 548 – Highest CRS score: 547
• French-speaking candidates: Lowest CRS score: 379 – Highest CRS score: 428
• Healthcare and Social Services: Lowest CRS score: 475 – Highest CRS score: 510
• Education sector: Lowest CRS score: 479

This distribution clearly shows a shift from all-encompassing draws to industry-specific draws.
Canada's pause of all-encompassing draws and move towards industry-specific draws represents a significant shift in the country’s immigration policy. This change is aimed at addressing labor shortages in certain fields while supporting the sustainable development of Canada's economy.
